Peaceland Foundation Participates in Singapore Humanitarian Assistance and Disaster Relief Exercise

From October 30 to November 2, 2023, Peaceland Foundation joined as an observer in the biennial multinational Humanitarian Assistance and Disaster Relief (HADR) Tabletop Exercise (TTX) at Singapore’s Changi Naval Base. Co-organized by the Lao Ministry of National Defense, the Singapore Armed Forces’ Changi Regional HADR Coordination Centre (Changi RHCC), and the U.S. Indo-Pacific Command, the exercise aimed to enhance cooperation in HADR operations, strengthen civil-military coordination, and improve mutual understanding and interoperability.

This year’s exercise introduced a civil cooperation component, simulating a disaster scenario in a fictional country struck by a tropical storm. The exercise brought together 180 participants from 26 military units and 25 civilian organizations. Peaceland Foundation played an active role in the Civil Coordination Cell (CCC), working closely with the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), the Australian Civil-Military Centre (ACMC), the ASEAN Coordinating Centre for Humanitarian Assistance (AHA Centre), and other agencies. Peaceland contributed a Chinese perspective and took on key responsibilities that were critical to the exercise’s success.

Peaceland’s Thailand office actively participated in the CCC segment, serving as mission briefers, civil-military coordination representatives, and liaison officers between the CCC and the Emergency Operations Center. Their contributions during post-exercise discussions provided valuable insights, enhancing participants' understanding of the operational framework and execution details.
